City comparisons need matching boundaries.

Atlas Compare does not publish city figures yet. This page records the evidence and product rules a future city comparison must meet. It contains no city values, ratings, or recommendations.

First, define the place

A city label alone is not enough.

“City,” “county,” and “metro” can refer to different administrative or statistical boundaries. They will not be silently treated as equivalent. Each future record must name the exact geography and boundary edition used by its source; comparisons will only be presented as like-for-like when those scopes are compatible.

These are scope labels, not formal definitions. The selected dataset’s own definition and boundary date must be shown before any place is added.

The proposed scope includes several topics for further source review. These are candidates only; the current pilot, if loaded, covers incorporated-place area and population only—not policy, school, cost, wage, or representation figures.

  • Reproductive rights, alcohol, and cannabis rulesIdentify the responsible jurisdiction and the date a source says a rule applies.
  • Public-school indicatorsShow named, source-defined measures; avoid a single unqualified “school quality” score.
  • Cost-of-living measuresState the geography, time period, and method behind each published measure.
  • Minimum wageShow the government level, source, effective date, and stated coverage.
  • Federal and local representationName the office or district and the term or reference date.

Publication checks

What every future comparison must show

  • Traceable sourcesA direct link to the publisher for every reported value.
  • Dates and definitionsObservation, publication, or effective date, plus the source’s definition and unit.
  • Comparable scopeNamed geography and jurisdiction; incompatible boundaries are not presented as equivalent.
  • Limits in viewKnown gaps, revisions, and mismatched periods are explained beside the comparison.

No composite “best place” score, personalized recommendation, or relocation advice will be produced. Factual displays will not imply that a place is suitable for any particular person. Read why an incorporated place and a metro area are different geographies before interpreting city-scale data.
